Kitzhaber's PERS savings
Hannah Hoffman of the SJ has a good explanation of how future reductions in payouts from a COLA cap will save the state $400 million a year immediately. From what I can tell this will also mean a large immediate decrease in what the state pays for people in the ORP, which includes many people at UO. And the Persinfo blog explains why they think this will end up in court, with Kitzhaber losing.
